How the checker decides
Each program’s verdict applies the same tests the state does for the 2025 benefit year: ANCHOR checks the October 1, 2025 residency and the $250,000/$150,000 income limits; the Senior Freeze checks age/disability, the December 31, 2022 ownership rule, and the $168,268/$172,475 two-year income test; and Stay NJ checks age 65+, full-year ownership, and the $500,000 line. Which income figure should I enter?
Use your total household income including Social Security — that’s the strictest definition (the Senior Freeze’s). Note that ANCHOR uses NJ gross income, which excludesSocial Security, so if you’re near an ANCHOR limit, your true ANCHOR income may be lower than what you entered — check the income definitions guide.
What if the checker says I'm not eligible?
Read the reason it gives — several rules are time-based (the Senior Freeze 3-year rule, Stay NJ’s full-year rule, turning 65), meaning you may qualify next year even if not now. And when in doubt, file the PAS-1 anyway: it’s free, and the state — not this tool — makes the final call.
